From the supplier: Delaware Insurance Commissioner David Levinson had his travel expenses for a trip to the former Soviet republics reimbursed by American Re-Insurance Co, a company whose sale he later approved. American Re-Insurance said the Oct 1991 trip was for Levinson to speak at a company-sponsored conference. Levinson said he did not know the company was up for sale at the time of the trip. Aetna Life & Casualty Group, American Re-Insurance's parent company, denied giving permission for the trip and pointed out that American Re-Insurance had sought an opinion from the Delaware State Ethics Commission beforehand.
